What Is the Mexico 2030 Plan?

On January 13, 2025, President Scheinbaum presented the “Mexico 2030 Plan.”

This plan is an economic development strategy described as "equitable and sustainable," aiming to promote shared prosperity across the country.

The initiative seeks to strengthen Mexico's economy through various measures, including promoting investment, creating well-paid jobs, enhancing education, and fostering technological and scientific development.

 

Mission and Goals of the Mexico 2030 Plan

The mission of the plan is focused on the following objectives:

 

  • Boost national content: Substitute imports and revitalize the “Made in Mexico” program.
  • Job creation: Generate well-paid positions in the manufacturing and services sectors.
  • Regional development: Promote growth based on each region’s strengths.
  • Educational access: Expand access to higher education aligned with development goals.
  • Innovation and integration: Strengthen scientific, technological, and regional integration within the continent.

 

Key Economic Goals

  • Position Mexico among the world’s top 10 economies by strengthening the internal market and increasing international participation.
  • Maintain an investment-to-GDP ratio of 25% by 2026, increasing to 28% by 2030.

 

 

Infrastructure Components of the Mexico 2030 Plan

 

Road Infrastructure

The plan allocates 115.9 billion pesos to develop and modernize 1,980 km of roads between 2025 and 2030. Key projects include:

 

  • Cuautla-Tlapa-Marquelia and Pachuca-Huejutla-Tamazunchale highways.
  • Upgrades to the Toluca-Zihuatanejo and Salina Cruz-Zihuatanejo stretches.

 

Railway Projects

The initiative involves developing 5,645 km of passenger railway lines with a 1.24 trillion-peso investment. These projects will generate 3.6 million jobs and improve connectivity across 24 states.

 

Bridges and Interchanges

11.8 billion pesos will be invested in constructing bridges and interchanges, including:

 

  • The “Fonatur” roundabout in Baja California Sur.
  • Alameda Oriente Bridge in Mexico City.
  • Santa Ana Interchange in Tlaxcala.

 

Airport and Port Development

The plan includes the expansion and modernization of airports in Manzanillo, Salina Cruz, Coatzacoalcos, and Ensenada. Improvements are also planned for the ports of Ensenada, Manzanillo, Lázaro Cárdenas, Acapulco, Veracruz, and Progreso.

 

Energy Projects

The Mexico 2030 Plan prioritizes sustainability, aiming for 54% of energy to come from clean sources by 2030, including renewables and green cogeneration.

 

Water and Sanitation

20 billion pesos will be allocated to water projects, focusing on:

 

  • Cleaning the Lerma-Santiago, Atoyac, and Tula rivers.
  • Upgrading irrigation systems across 200,000 hectares, benefiting 225,000 producers.

 

Housing and Security

  • Improvement and regularization of 1 million homes.
  • A national security strategy to reduce crime and foster peace.
